The register
What each scheme’s published threshold actually catches
Every activity threshold published across the register, with the operator and level exactly as the scheme wrote them, and what each would catch applied to the same set of companies. Comparing what each scheme holds would confound the strictness of its policy with what happens to be in its book; applied to one common set, the policies are comparable.
≥60%  caught only where the activity is most of the business
20–59%
5–19%
under 5%  caught at almost any exposure
The catch count is the LEVEL, not the test. It applies the operator and the number to every extracted figure for that activity, ignoring the boundary the commitment is written on, because that is the only way two schemes’ numbers can be set beside each other. The test itself is boundary-aware and lives on each threshold’s own page, where a figure decides a commitment only if it answers the question the wording asks.

Read down a column, never across a row. A 5% coal threshold and a 5% tobacco threshold are not equivalent: across the extracted figures in this register, tobacco runs 25.85% to 100.00% and coal runs 0.08% to 76.67%, so a level that decides a great deal in one activity can decide nothing in another. Bands compare schemes within one activity.
Aegon Workplace Default, Scottish Widows Growth Fund and Standard Life (PUTM ACS) at >0%, >1% and >10% catch identically — 5 of 5 companies with a tobacco figure. The band edges are drawn where the companies are not, and they move if the distribution does.
Aegon Workplace Default, Atlas / SEI Master Trust, Fidelity FutureWise 2070, Scottish Widows Growth Fund and Standard Life (PUTM ACS) at >5%, >10% and ≥5% catch identically — 8 of 10 companies with a coal figure. No company in the register sits between 3.04% and 13.48%, so on this data the levels are one policy. The band edges are drawn where the companies are not, and they move if the distribution does.

A scheme with no published threshold is not the same as one whose threshold catches nothing. The first has made no commitment to test; the second made one and nothing in its book breached it. Both appear on the register as blanks and the report says which is which.
